All enterprises of Fuzhou Software Park:

    2006 Scientific & Technological SMB Technology Innovation Fund (hereafter referred to as "National Innovation Fund") of Ministry of Science and Technology is now ready for application. We are now notifying the following information related to the application of 2006 innovation fund for Fuzhou:  

I. Recommending entity and service agency

    Projects applying for national innovation fund shall, in accordance with various requirements (see "Requirements for application") set forth by the provincial or municipal innovation fund for both the enterprise and the project, select corresponding recommending entity and service agency, and apply to the national innovation fund after project initialization. 
    For enterprises and projects satisfying application requirements set forth by Fujian Provincial Department of Science and Technology, their recommending entity shall be Fujian Provincial Department of Science and Technology, while their service agency will be Fujian Scientific & Technological SMB Technology Innovation Fund Management Center. 
    For enterprises and projects satisfying application requirements set forth by Fuzhou Municipal Bureau of Science and Technology, their recommending entity shall be Fuzhou Municipal Bureau of Science and Technology, while their service agency will be Fuzhou Municipal Productivity Centre (in charge of projects outside Fuzhou Municipal Incubator) and Fuzhou Municipal High-tech Industry Innovation Service Center (in charge of projects inside Fuzhou Municipal Incubator).  

II. Requirements for Application

    The application procedure of national innovation fund of this year is the same with that of 2005. Provinces and cities having established the local innovation fund shall prepare project proposal before recommending projects to the national innovation fund, with the minimum proposed fund of RMB 350,000 for each project. Projects requiring both the local and national innovation fund shall, under the same network system, same application documentation and same evaluation standard & rule, undergo local project initialization before being approved by the national fund. 
    All enterprises with projects applying for national innovation fund shall satisfy corresponding requirements for the application of national innovation fund. For details, please visit www.innofund.gov.cn (the official website of national innovation fund) and click "Application Details" and "Project Guide" under the section of "Fund Documentation".
    1. Enterprises and projects recommended by Fujian Provincial Department of Science and Technology shall satisfy the following requirements: 
    (1) As a general rule, enterprises shall have been registered in national / provincial high-tech parks or national/provincial/municipal/county-level high-tech innovation service centers (scientific and technical business incubators), with a registration duration not exceeding three years. Favorable supports will be offered to member enterprises of the incubator.
    (2) The net asset of enterprises applying for assistance gratis shall be no more than RMB 10 million, with annual turnover not exceeding RMB 10 million. The net assets of enterprises applying for discount loans shall be no more than RMB 20 million, with annual turnover not exceeding RMB 20 million. 
    (3) The financing amount provided by the provincial innovation fund shall be around RMB 200,000. 
    (4) Fuzhou Municipal Bureau of Science and Technology has shown recommendation intention and committed to provided supporting fund of more than RMB 150,000. 
    Enterprises satisfying the aforesaid requirements shall choose Fujian Provincial Department of Science and Technology as their recommending entity for applying 2006 National Innovation Fund. 
    2. Enterprises and projects recommended by Fuzhou Municipal Bureau of Science and Technology shall satisfy the following requirements:  
    (1) Projects fail to satisfy requirements for being recommended by Fujian Provincial Department of Science and Technology;  
    (2) The enterprise must have established for over one year (registered before June 10, 2005).  
    (3) The financing amount provided by the municipal innovation fund shall be around RMB 250,000.  
    (4) The local county (municipal) government shall finance RMB 100,000 to its recommended project, in the name of county (municipal) innovation fund. 

III. Application Procedure

    The national innovation fund adopts a digital management system to carry out online application. Enterprises shall logon the innovation fund system to perform online application, with major flows as follows: enterprise registration and project application → approval of service agency → review, evaluation and project initialization of recommending entity → national innovation fund management center.  
    For detailed registration and project application flows and requirements on written application documents and additional documents, please refer to Application Detail of national innovation fund and "2. Application Procedure" specified in chapter three of Project Application. 
Candidate enterprises shall read "Guide" carefully and provide corresponding additional and declaration documentation in accordance with detailed requirments of corresponding areas.  
    The same enterprise can only apply for one project within the same year, and shall select one corresponding support mode in accordance with the phase of its project and the physical circumstances of the enterprise.  
    Enterprises having obtained the financial support of the national innovation fund can only apply for new projects after its previous project has been examined and considered up to the standard. For enterprise with a fundamentally qualified project, it must not apply for new projects in the same year. 

IV. Application Deadline 

    1. Projects recommended by Fujian Provincial Department of Science and Technology
Enterprises shall submit application documents and additional documents (in duplicate) to Fuzhou 863 Software Incubator Service Center before May 8. After a letter of intention and a letter committing to provide supporting fund having been issued by Fuzhou Municipal Bureau of Science and Technology and Fuzhou Municipal Finance Bureau, the enterprise shall present the same application documents and additional documents (in quadruplicate, including one original) to Fujian Innovation Fund Management Center before May 15.  
    2. Projects recommended by Fuzhou Municipal Bureau of Science and Technology
Candidate enterprises shall submit registration documents (in duplicate) to the corresponding service agency before May 8, as well as application documents and additional documents (in quadruplicate, including one original) before June 10. For county (municipal) innovation fund projects, paper documents shall be submitted before June 30.
