1. These regulations are applicable to the following enterprises recognized by the Management Committee of Fuzhou Software Park: (1) those engaged in R&D of animation & cartoon game products; (2) those engaged in the testing of animation & cartoon game products and development of interactive gaming platforms; (3) those engaged in R&D of related products of animation & cartoon games. The business domicile of aforesaid enterprises for industrial and commercial registration and tax registration shall be in Fuzhou City. 

2. The development fund for animation & cartoon game industry shall be established for encouraging and funding the animation & cartoon game industry, as well as to provide subsidies of loan interest. 

3. Fuzhou Animation & Cartoon Game Industry Base shall be launched inside Fuzhou Software Park, so as to construct a common technical service platform and talent training platform for the animation and cartoon game industry, and to provide technical support and quality services for animation and cartoon enterprises of Fuzhou city. 

4. For original animation and cartoon films produced by animation and cartoon enterprises registered in Fuzhou, those two-dimensional cartoon films being broadcasted on CCTV or satellite TV will be rewarded with the encouragement of RMB 1,000 per minute, and those being broadcasted at prime time of local TV channels (prefecture-level or above) will be rewarded with the encouragement of RMB 500 per minute. Three-dimensional animation will enjoy further encouragement, and those being broadcasted repeatedly on multiple channels will only be awarded once. 

5. Animation and cartoon enterprises registered in Fuzhou and with original animation products being granted a country-level, provincial-level or municipal-level award will be subject to a lump sum award of RMB 200,000, RMB 150,000 and RMB 100,000 respectively. Greater awards will be granted to those being granted with big national awards. Those being granted with multiple awards will be encouraged in accordance with the highest award, while those original games being approved by the state administration of publication and Ministry of Culture for online operation will be awarded RMB 50,000 per game. Those puzzle games being recognized and approved by the state administration of publication and Ministry of Culture for public promotion will be awarded RMB 100,000 per game. 

6. Animation and cartoon enterprises of our city are encouraged to launch (or launch with high learning institutions and enterprises) animation and cartoon game R&D (technology and production) center. Those being recognized as country-level, provincial-level and municipal-level R&D centers will be awarded with a lump sum encouragement of RMB 500,000, RMB 300,000 and RMB 200,000. 

7. With original animation and cartoon game subjects and a registered capital of over RMB 1 million, enterprises seeking for development in our animation and cartoon industry base will be granted the lump sum financial support of RMB 100,000. 

8. In case of applying bank loans for purchasing necessary software tools for the R&D of animation and cartoon games, the enterprise will enjoy a 50% discount in loan interest. The discount amount shall not exceed the local retained portion of actual paid-in taxes during the loan period, and the discount period must not exceed three years. 

9. Animation and loan enterprises leasing production and R&D facilities within Fuzhou Software Park will enjoy the preferential treatment of half rent payment for the first two years. Those purchasing the R&D building or land use right within Fuzhou Software Park will, upon recognition, also enjoy related preferential policies for software enterprises. 

10. Fuzhou TV Station shall give priorities to local animation and cartoon enterprises to broadcast their animation products, and launch special programs to introduce animation products of those enterprises. Fuzhou Broadcasting and Television Group, journalism and publication institutions are supported to cooperate with animation and cartoon enterprises of Fuzhou, to produce, publish and issue animation games and related products. 

11. Animation and cartoon enterprises of Fuzhou are supported to carry out promotion and sales activities. Those intending to attend renowned animation and cartoon ceremonies at home and abroad will be granted certain subsidies for the space cost according to related rules. 

12. The General Office of Fuzhou Municipal People's Government shall be responsible for the interpretation of these regulations, while the Management Committee of Fuzhou Software Park can formulate enforcement regulations according to these regulations. 

13. These regulations shall come into effect as of the date of promulgation.
