The following decisions are made for the purpose of implementing "Regulations for Introducing High-level Talents and Youth Professionals" (promulgated by CPC Fujian Provincial Committee and Fujian Provincial Government), gathering excellent talents at home and abroad, constructing Fuzhou human resources highlands, and further implementing the strategy of "building the city with science and technology".
1. Technical personnel as mentioned in these decisions refer to: bachelor graduates or above (including bachelor graduates, master students and doctoral students); technicians under the age of 35 and possess a medium professional title or above; talents with patent, invention, proprietary technology or special skills; talents studying abroad.
2. Simplify procedures for technical personnel starting up business in Fuzhou. The aforesaid technical personnel intending to work in Fuzhou will be free from restrictions concerning urban household control and enjoy the preferential treatment of direct settlement, while related procedures will be directly handled by Fuzhou Municipal Public Security Bureau and Fuzhou cereal department. Those possessing a master degree or patent of invention can have their spouse and minor children move with them during household registration, while those possessing a doctoral degree or senior professional title can have their directly-related family members move with them. The aforesaid talents wishing to retain their original household registration and personnel relations can apply for "Temporary Residence Permit" for nonnative talents, while enjoying same treatment with native professionals in salary, welfare, housing, endowment insurance, occupational title assessment, employment of dependents and school enrollment of children. Settlement expenses of the enterprise for introducing technical personnel are allowed to be included into business costs, and technical personnel of educational and administrative departments can enjoy priorities during school enrollment of their children.
3. Establish the talent reserve center. Talents at the need of high-tech industries, backbone industries and emerging industries can be included into the talent reserve center of Fuzhou and its five districts, as well as those unemployed bachelor graduates (or above, including natives of Fuzhou) and technical personnel with the specialty of computer software, computer science and technology, electronic engineering and information science, oceanology, bioengineering, high molecular material, architecture, machine manufacturing process and equipment, new material technology, photoelectric and electromechanical integration, law, or foreign languages (English, Japanese). Those popular specialties are subject to further adjustment in accordance with the industrial development needs of Fuzhou, and graduates and technical personnel listed at the reserve center enjoy the freedom of job mobility. Those wishing to register permanent residence in Fuzhou can, without any restriction, apply to the public security department and cereal department with supporting documents recognized by the personnel department, and register in a collective household or friend's or relative's household. Graduates and technical personnel listed at the reserve center will be supported with the monthly living aid of RMB 230 within the year before they are employed. The required expenses will be assumed by the financial department.
4. Construct apartments for high-tech talents. The government will provide free dormitories for graduates and technical personnel listed at the reserve center. Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering intending to work in Fuzhou will be provided with an apartment of no less than 150 square meters by the local government.
5. Provide preferential policies for apartment purchasing of technical personnel. If the aforesaid technical personnel plan to buy an apartment in Fuzhou, they can enjoy the priority to buy economic affordable apartments under corresponding area restrictions. Those with lump sum payment for buying private apartment can be refunded with 50% of local retained portion of personal income tax paid in the same year, upon approval of the governmental department of the same level. Those expenses will be funded by Fuzhou Municipal Finance Department.
6. Encourage returned overseas Chinese students to start up business in Fuzhou. Enterprises established by returned students with the right of long-term (permanent) residence in overseas countries can be registered as a foreign invested enterprise and enjoy preferential policies provided for foreign invested enterprises, upon the identification of Fuzhou Personnel Bureau and approval of Fuzhou Municipal Foreign Economic and Trade Commission. Returned overseas Chinese students are also encouraged to carry out high-tech product development and product with their own technical achievements. Upon identification of the competent science and technology department of Fuzhou, they can enjoy various preferential policies for encouraging the development of high-tech industries, and can apply to related departments for financial supports provided for scientific and technological industries.
7. Encourage domestic technical personnel to start up business in Fuzhou. Technical personnel of high learning institutes and scientific research institutions planning to establish high-tech enterprises in Fuzhou can enjoy various preferential policies for supporting high-tech enterprises. Technical personnel of public undertakings and teachers of high learning institutes are encouraged to assume a part-time job concerning the transformation of high-tech achievements and technology innovations of enterprises in Fuzhou. Technical personnel (national public servant, employees of Party and Mass organs) of organs directly under Fuzhou Municipality are encouraged to resign and establish high-tech enterprises or work in high-tech enterprises, while their personnel relations can still be retained, working years can still be counted and record salary can still be increased within three years.
8. Provide supports for the incubation of scientific and technological achievements. Technical personnel with independent high-tech achievements starting up business in Fuzhou will be funded with 10-60% of required capital investment upon the approval of Fuzhou Municipal Department of Science and Technology. The maximum funded amount must not exceed RMB 200,000. Fuzhou High-tech Industry Innovation Service Center will provide "one stop" service (industrial and commercial registration, tax registration and implementation of preferential policies) for member high-tech enterprises, which can decide the salary level of employees independently and include all salary payment into business costs. Starting from year 2000, high-tech enterprises incubating in Fuzhou Innovation Service Center, Fuzhou Software Park and Taixi Technology Park will be encouraged with 50% of local retained portion of income taxes paid within three years, upon the review and approval of Fuzhou Municipal Department of Science and Technology and other departments of the same-level. Upon expiration of the incubation period, those being recognized as high-tech enterprises will enjoy related preferential policies for newly established high-tech enterprises.
9. Encourage commercialization of scientific and technological achievements, and allow inventors to have legitimate incomes. The enterprise shall encourage requited transfer of high-tech achievements and offer 30% (or above) of transfer incomes to the inventor. Upon approval of Fuzhou Municipal Department of Science and Technology, net return obtained after transferring high-tech achievements independently developed by the enterprise (including redevelopment) into profits can be allocated to corresponding inventors in accordance with their contributions. The inventor can enjoy a bonus of 15-20% of net return for the first three years and 7-10% for the following three years. If the high-tech achievement is not within the major business scope of the enterprise, then the inventor can enjoy a bonus of 25-35% of net return for the first three years and 15-25% for the following three years.
10. Fuzhou Municipal Government will establish "Fuzhou Science & Technology Contribution Award (Mayor Award)" to encourage scientific and technical personnel who has made outstanding contributions to the industrialization of high-tech achievements and brought great economic benefits to the enterprise.
11. These decisions shall come into effect as of the date of promulgation, and shall prior if conflicting with existing provisions. These decisions are also subject to further revision in accordance with adjustment of state policies and change of situations.
