People's government of all counties (cities), Management Committee of Langqi Economic Zone, Commissions, Offices and Bureaus (Companies) directly under Fuzhou Municipality: 

In order to facilitate rapid growth of our industrial economy and complete all targeted tasks of this year, we are now presenting the following opinions to facilitate the development of industrial economy: 

1. Improve work-style, efficiency and services for industrial enterprise. Related production services shall be well provided by the county (municipal) government for industrial enterprises with a value exceeding RMB 100 million, industrial enterprises within respective industrial concentration zones, industrial enterprises newly put into production this year, and industrial enterprises with a serious drop in output value. The local government shall visit those enterprises and address difficulties for them, especially those problems arose during production and construction. The municipal economic committee and the office of respective industries shall strengthen their services for respective industries. Besides guiding the industrial development, effective measures shall be taken to facilitate the development of industrial economy. 

2. Solve financing problems for small and medium-sized enterprises. In order to support rapid growth of small and medium-sized enterprises, all levels of government shall establish and improve the loan guaranty mechanism for small and medium-sized enterprises, and broaden their financial support on those enterprises. All classes of capitals shall be encouraged and guided to establish SMB loan guaranty companies. For guaranty companies established this year, the municipal and county finance bureau shall provide 10% of registered capital to facilitate the development of SMB loan guaranty companies. For SMB loan guaranty companies conforming to provisions of "Interim Regulations for SMB Loan Guaranty of Fuzhou", the municipal finance bureau shall provide a venture subsidy of 6‰ of the annual average balance of guaranteed loan.  

3. Continue the support on power electric power consumption of industrial enterprises. Besides implementing the "Interim Provisions of Fuzhou to Encourage the Use of Self-contained Oil-fired Generator in Industrial Enterprises and Small Stores" (Rong Zheng Ban (2004) No.111) and "Follow-up Notice Concerning Interim Provisions of Fuzhou to Encourage the Use of Self-contained Oil-fired Generator in Industrial Enterprises and Small Stores" (Rong Zheng Ban (2005) No.31), the municipal and county finance bureau shall provide subsidies for industrial enterprises to buy the generator and fuel. During the period for limiting electricity use of this year, positive efforts shall be taken to endeavor for electricity outsourcing opportunities, while the municipal and county finance bureau shall continue to provide subsidies in accordance with price differences.  

4. Encourage industrial enterprises to increase production, reduce costs and improve the competitiveness of our industrial products. For any industrial enterprises with accounting place in Fuzhou and paid-in taxes greater than the corresponding period of antecedent year (exclusive of industrial enterprises newly put into production this year), they will be funded with a interest subsidy of RMB 10,000 for their circulating fund loan for every increase of RMB 10 million in their gross industrial output value of the whole year compared to the last year.  

5. Encourage product export of productive industrial enterprises. This year, because of the matching between municipal encouragement policy and provincial encouragement policy, the subsidies will be evenly assumed by the municipal finance bureau and the county finance bureau. 
Those opinions shall come into effect as of the date of promulgation.
