National 863 Software Incubator (Fuzhou) Base (hereinafter "the Incubator") was ready for construction in Jun. 2003, and is one of the software Incubators submitted to Ministry of Science and Technology for approval, aiming to offer an environment of incubation and public technology support for the software enterprises on the West Side of Taiwan Straits, to nurture hi-tech and new software enterprises, to strengthen joint researches on and development of software and hardware products and industry cross-link on both sides of Taiwan straits, to make Fujian Province an important national software industry base and information industry base, a key window of cooperation with software industry in Taiwan and S.E. Asia, and to make due contribution to the construction of the economic zone on the West Side of Taiwan Straits.
The Incubator shall be established to perfect innovative service system, to provide the incubated enterprises with R&D, working floor and shared facilities for business, to provide integral service on policies, management, laws, accounting, financing, market publicity and training etc., to lower the risk and cost and to create a favorable growth environment for software enterprises. With regards to the technical support, the Incubator shall make great efforts to forge an advanced, open and self-contained service platform of public technology, and to create a favorable fundamental environment for the growth of software enterprises by establishing a shared platform for software development, setting up open laboratories, providing service of software measurement and appraisal, constructing a transaction platform for the demonstration of property rights on high and new technology, and establishing sub-centers of technology and other services of professional skill.
