(III) With talents, technical arrangement and ability to raise partial money to complete the projects.

Support Methods and Limits
1. The projects are managed in contract system. The projects listed in Fuzhou City science and technology plan, undertaking enterprises of the projects should sign Science and Technology Plan Project Contract (hereinafter refer to as Contract) with Science and Technology Bureau according to program requirements.
2. The fund is calculated in special finance approval and for special purposes with budget and audit systems. The fund is allocated once or by installment according to the development of the project.
3. Fuzhou City Science and Technology Bureau and the competent departments of the projects are responsible for the implementation and tracking management of the project in overall process.
