Support Targets
Technical-innovation fund is available for small and medium-sized enterprises registered in Fuzhou. The projects should meet the following requirements:
1. Comply with policies of national industry and technology with advanced technology, high innovation, bright market prospects, strong market competitive edge, sound economic and social effects which are expected to be technologic achievements projects transferred from emerging high and new-technology industries.
2. Without any intellectual property dispute.
3. The projects should be mature to some degree.
The innovation fund for key projects guideline is granted according to the innovation fund for key projects guideline issued at the beginning of the year .by Ministry of Science and Technology and Fujian Provincial Science and Technology Department and the actual conditions of Fuzhou City.
The enterprises undertaken projects supported by innovation fund should meet the following requirements:
1. Fuzhou City Small and Medium-sized Technical Enterprises with independent business corporation capacities and pay tax in Fuzhou.
2. The enterprises are principally engaged in R&D, production and service of high and new technology. The projects applying for support should be under the business scope stipulated in business license.
3. The directors should have strong capability in market development and sound managerial and administrative capability with continuous innovation sense.
4. In general, the staff members of the Small and Medium-sized Technical Enterprises are not more than 500 persons, among which technicians who hold college degrees should account for over 30% of the staff, R&D scientific and technical personnel should account for over 10%.
5 The enterprises should have sound performance with assets-liabilities ratio not exceeding 70%. The enterprises should have sound financial management system, rigid financial management system and qualified financial executives.
6. The expense used for the development of high and new technologic products should not be less than 3% of sales revenue.
7. Application for projects of special industries stipulated by the nation (medicine, medical appliance, post telephone and telegraph, communication, electric power, feedstuff, animal remedy , new brands of agricultural crop and biological product, public security and confidentiality). Please show relevant approval certifications and testing reports issued by industrial competent departments.
Support Methods and Limits
The innovation fund is supported as per relevant regulations of national and provincial innovation fund. For the projects applying for assistance without compensation from national and provincial funds, Fuzhou City innovation fund will offer support to them. The limit is 20% and 30% of the applied fund. For those projects that gain support from national and provincial innovation assistance without compensation, Fuzhou City innovation fund will offer counterpart funding according to the proportion of the applied fund.
Concerning Institutions
Fuzhou City Science and Technology Bureau is the competent department of innovation fund that is responsible for the operation and management of the fund and perform its function.
Time Limitation
The applying time is scheduled after the announcement of annual projects guideline. It accepts application from 1st April to 31st December.
